ASIR-SABA PROJECT

  • We contribute to the construction and stabilization of peace in Colombia and help to improve the quality of life of the rural population, through differential schemes that allow sustainable management for the provision of drinking water and basic sanitation.

1. ADVOCACY, INSTITUTIONAL ARTICULATION

SUPPORT TO THE MVCT IN THE IMPLEMENTATION OF PUBLIC POLICY IN RURAL WATER & SANITATION

To this end, the Embassy of Switzerland in Colombia - Humanitarian Aid and Development (SDC) signed an agreement with the Ministry of Housing, City and Territory, which established as its objective "to join forces and establish joint cooperation mechanisms for the implementation of water supply and basic sanitation policy in rural areas of Colombia, in the territories targeted by common agreement between the parties" ...
In this sense, the ASIR SABA project is supported by the review and feedback of regulations for the sector and support for their dissemination, especially in relation to management plans, rural SARs, the tariff framework and the protocol for differential water quality monitoring for rural areas, as well as the creation of SIASAR and support for the implementation of risk management in the water and sanitation sector in rural areas.

MUNICIPAL TECHNICAL ASSISTANCE AREAS - ATM 3 CREATED AND 4 IN THE PROCESS OF FORMATION

SUPPORT IN COLOMBIA'S ADHESION TO SIASAR AND INFORMATION GATHERING HE VALLEY OF THE CAUCA.

In Phase I of the project, Colombia joined the SIASAR - Rural Water and Sanitation Information System, which is a joint initiative initiated by the governments of Honduras, Nicaragua and Panama whose strategic objective is to have a tool for basic, updated and contrasted information on the rural water supply and sanitation services existing in a country ...
The SIASAR system is open and ready for application in more countries with a rural water and sanitation context similar to that of the initial SIASAR countries (low levels of coverage, limited self-sustainability, little information, etc.).

In addition, the project is currently collecting information in three (3) strategic areas of the departments of Cauca, Nariño and La Guajira, with previous training processes carried out by the Ministry of Housing, City and Territory.

2. SUSTAINABLE MANAGEMENT.

IMPROVEMENT IN HEALTH AND ENVIRONMENT

- Six (6) Integral diagnostics in water and sanitation in rural areas of the municipalities of Trujillo and Buga in Valle del Cauca, Caloto, Corinto and Santander de Quilichao in Cauca and Gámeza in Boyacá.
- Implementation of the Health Education strategy in educational institutions and communities in the municipalities of Corinto in Cauca and Buenaventura in Valle del Cauca.
- ASIR SABA Diagnostic Tool adjusted to the Colombian context .
- Protection of more than 50 water supply sources in rural areas of the municipalities of Gámeza and Mongua in Boyacá and construction of a methodological document for future replications.
- Construction of a risk management plan for rural water supply and sanitation in the municipality of Gámeza in Boyacá, with community and institutional participatory processes, simulation and testing of the plan and methodological document for the construction of this type of plan, in accordance with current regulations and local contexts.

STRENGTHENING OF CAPACITIES

-Capacity building processes through the implementation of 72 assurance plans
-28 people certified in the Diploma in Sustainable Management of Rural Water and Sanitation.
-25 community managers certified with SENA in "Basic Course in Water Treatment Plant Management".
-Development of a Forum on socio-technical innovations for the sustainable management of drinking water and rural sanitation

IMPROVEMENT IN INFRASTRUCTURE AND COVERAGE

One (1) E&S project with a favourable technical concept, financed by SDC, PDA and the Mayor's Office and under implementation (Alaska - Buga - Valle del Cauca).
Two (2) E&S projects made technically and financially viable by MVCT, the works are in progress (Asoalma - Caloto - Cauca and Culebras - Trujillo - Valle del Cauca).
Three (3) sanitation projects with a favorable technical concept and in the process of financial closure through the mechanisms of works by taxes or joint financing by the National Government and territorial entities (Morales - Caloto and Palestina and Santa María - Santander de Quilichao, all in Cauca).
